Nepal Evaluation Society

Evaluation is an integral part of the development process, which asses the results of policies, programs and projects implemented. The Changes brought by the successful People’s Movement II has aspired building New Nepal with accelerated development inclusive of all castes, ethnic groups and gender. Several challenges and opportunities are involved in this herculean task, and effective evaluation is one major component to achieve the mission. It requires effort and contribution from both public and private sectors. In this context, Nepal Evaluation Society is established in February 2009 by a group of experienced professionals as an independent, non-government and non-profit making organization.

The mission of the Nepal Evaluation Society is to develop the Nepalese evaluation system as a capable, strong and reliable main managerial instrument in the planned development effort by developing evaluation culture , capacity and commitment evaluating the results of development and its delivery to the targeted groups and using evaluation feedback in future policy making , plan and program formulation.

Executive committee

General Assembly:
The General Assembly is the apex body consisting of all members of the NES. The main functions of the Assembly are to approve policies, plans, programs, budget, amend the NES Charter and regulations, discuss and approve audit reports.
Executive Committee :
The NES Executive Committee is responsible to execute decisions taken by the General Assembly. The Committee consists of the Chairperson, Vice-Chairperson, Secretary General, Treasurer, Joint Secretary General and other members. The following are the main activities of the society

  • Organize workshops, seminars and interactions.
  • Promote M&E culture.
  • Strengthen result oriented monitoring and evaluation.
  • Organize regular training and other capacity development programs on M&E.
  • Conduct independent evaluation of projects and programs.
  • Publish articles, working papers, reports and books relating to M&E.
  • Participate in different national and international forums and programs.
  • Strengthen evaluation system by assisting other related activities.

NES has conducted the following activities:

  • Conducted M&E training for Officers of the Micro-Enterprise Development programme (MEDEP) from 17-24 January and 25 January to 1 February 2010.
  • Prepared Monitoring and Evaluation Guidelines for MEDEP.
  • Prepared MEDEP Approach Paper for Nepal’s Three Year Interim Plan and MEDEP-Papers for Donors on June 2010.
  • Prepared Integrated Tourism Development and Management Plan of Sindhupalchowk district on April 2011.
  • Annual Performance Review of Association of Community Radio Broadcasters in Nepal (ACORAB) of the year 2011-2012.
  • Prepared Integrated Tourism Development and Management Plan of Dolakha district on May 2012.
  • Conducted survey to evaluate solid waste management status of Sankhu in Kathmandu district and prepared Solid of Waste Management Plan of Sankhu city jointly with Japan Evaluation Society(JES) in 2012-2013.
  • Prepared Integrated Tourism Development and Management Plan of Sankhuwasabha district, Nepal on May 2013.
  • Final Evaluation of Performance of ACORAB and it’s Strategic Partners including Danida HUGOU from 2009/2010 to 2012/2013.
  • Mid-term Evaluation of Community Led Climate Change Adaptability Project implemented by Committee for the Promotion of Public Awareness and Development Studies (COPPADES) and funded by Lutherna World Relief, USA, Nepal Office on December 2013.
  • Status Evaluation of Small Farmer Development Programme in Nepal on 2013.
  • Conducted Evaluation of Solid Waste management Status of Sankhu in Kathmandu district and prepared Solid Waste Management Plan of Sankhu city jointly with Japan Evaluation Society (JES) in 2012/2013 and implemented jointly with Japan Forum on International Relations(JFIR) in 2013/2014 and 2014/2015.
  • Conducted Evaluability Assessment and Strengthening of DCED Standard RBM – M&E System and Developing Longitudinal Impact Assessment Indicators in MEDEP on 2014.
  • Assessment on Socio-Economic Status and Effectiveness of Zero-energy Cold Storage in Nawalparasi district and Tanahun District implemented by CMDP in Gaindakot, Nawalparasi on 2016.
  • Conducted Audit of Results and Results Measurement  System of High Value Agriculture Project (HVAP) funded by International Fund for Agriculture Development (IFAD), 2017.
  • Conducted talk programs on “Management for Development Results” and “Evaluation System in Japan”.
  • Presented “Monitoring and Evaluation in Public Sector” in a talk program organized by Management Association of Nepal on July 16, 2010.
  • Participated in the 10th ODA Evaluation Workshop in Hanoi held from Feb. 23 to 24, 2011 and moderated session on the ODA Evaluation.
  • NES is the founder member of Asia Pacific Evaluation Association (APEA-NET) established in 2013.

  • To help in making evaluation system capable and reliable for promoting accountability and transparency and mobilizing resources effectively to achieve targeted output, outcome and impact.
  • To conduct interaction, discussions, seminar, workshop and awareness raising programs to develop culture of evaluating output, outcome and impact of development works.
  • To conduct training and capacity development programs to strengthen monitoring and evaluation (M&E).
  • To develop efficient M&E professional groups.
  • To conduct independent evaluation of development works.
  • To receive membership of national and international similar sister organization and conduct programs with their collaboration.
  • To publish articles, books, magazines and other publications relevant to the objective.
  • To conduct other necessary activities to achieve above objectives.


Qualifications for Membership :

A person fulfilling basic requirements as stated in the NES charter is eligible to be a General Member of the Society, which mainly includes:

  • Have a Nepalese Citizenship,
  • Have post-graduate degree in any discipline,
  • Have attained the age of 25 years,
  • Not having lost mental soundness,
  • Not having proved of embezzling public property,
  • Not having been convicted of criminal and corruption offence involving moral aptitude, and
  • committed to the goals of the Society


Other types of membership

Founder Member:

All members involved while registering the NES will be the founding members of the Society.

Life Member:

Persons providing special contributions may be conferred with this membership as stated in the NES Charter.

Honorary Member:

Any renowned social worker or highly esteemed person can be honoured with this membership. Such members will not have voting rights.
